EASF Participates in Validation Workshop on Regional Air Operations Framework

Kigali, Rwanda – The Eastern Africa Standby Force (EASF) participated in a validation workshop for the Memorandum of Understanding (MoU) on the Combined Air Operations Manual and Standard Operating Procedures in Kigali, Rwanda, from 15–19 June 2026.

The workshop focused on validating a draft framework aimed at coordinating and utilizing regional pledged air assets in support of EASF operations. The initiative represents a significant step toward strengthening regional emergency response capabilities by enhancing interoperability, operational readiness, and the rapid deployment of air assets for humanitarian assistance and disaster response missions across Eastern Africa.

The validation exercise brought together air operations experts from the EASF Secretariat and representatives from Member States to review, discuss, and provide technical input on the draft framework. Participants worked collaboratively to ensure the document supports coordinated, timely, and effective responses to humanitarian crises and natural disasters while fostering greater regional integration and cooperation.

Speaking during the workshop, Brigadier General Louis Kanubayire said the meeting was guided by a shared vision of establishing a practical and coordinated regional air capability that would enable EASF to respond swiftly to disasters requiring air support.

EASF Air Planner Lieutenant Colonel Jancy Bizimana emphasized the importance of the validation exercise, noting that it provides a clear roadmap for operationalizing regional disaster response capabilities.

The validation process brings EASF closer to implementing its Humanitarian Assistance and Natural Disaster Support Operations Framework, ensuring the region is better prepared to respond to emergencies requiring air support, including medical evacuations and the delivery of critical humanitarian assistance.
