Enhancing Peace and Security in the Eastern Africa Region

RECSA & EASF, Penning the Accord

A Memorandum of Understanding between the Regional Centre on Small Arms (RECSA) and the Eastern Africa Standby Force (EASF) was sealed on 27th November, 2019.

The signing of the MoU between RECSA and EASF follows a previous meeting held in September 2019 between Lt. Gen. Badreldin Elamin Abdegadir Executive Secretary of RECSA and Dr. Abdillahi Omar Bouh, Director of the EASF.  

During the signing, the two institutions reiterated their desirability of cooperation within the fields of their respective competence of enhancing peace and security in the East African member states including among other things prevention, control, and reduction of small arms and light weapons.

There was a previous MoU between RECSA and EASF signed in January 2014 but the implementation was not extensively monitored. In the 2019 MoU, there is a provision for focal persons from each of the entities with the role of ensuring the effective implementation of the MoU. Some important areas of cooperation will include; efforts to achieve the best use of all available information relevant to the fight against the illicit proliferation of small arms and light weapons in a peace support set up. To cooperate in areas such as Demobilisation, Disarmament, and Reintegration (DDR) and other relevant fields with the specific modalities of which will be agreed upon depending on the nature of the mission.
 
Both Lt. Gen Badreldin Elamin Abdegadir Executive Secretary of RECSA and Dr. Abdillahi Omar Bouh, Director of EASF applauded the spirit and revived commitment between the two parties and are hopeful that the new MoU will further strengthen the collaboration between RECSA and the EASF.
